The state-owned port system closed the 2025 fiscal year with a record turnover of 1.351 billion euros, representing an increase of 4.7% compared to the 1.290 billion recorded in 2024, according to provisional data released by the Ministry of Transport and Sustainable Mobility. The budget execution reached 101%, placing the consolidated income of the port system at historical highs.

The state port system is made up of 28 port authorities managing 46 ports of general interest and coordinated by Ports of the State, a public body under the Ministry of Transport and Sustainable Mobility.

Provisional results reflect a positive trend in both income and profitability. The result before taxes rose to 349 million euros, 4.2% more than in the previous year and 162.7% over the initially budgeted.

The growth of port activity and the income linked to port fees explains a large part of the economic evolution of the system. The usage fees, which include concepts such as the fee for cargo, for the vessel, and for passengers, reached 653 million euros, with an annual increase of 3.5%. This item continues to be the main source of income for port authorities.

On its part, the occupancy fee generated 349 million euros, 3.4% more than in 2024, while the activity fee reached 162 million euros, with a growth of 9.3%.

Regarding operating expenses, the main concepts correspond to depreciations of fixed assets, which amounted to 450 million euros; external services, with 357 million; and personnel expenses, which were at 336 million euros.

The gross operating result (Ebitda) reached 664 million euros at the provisional close of 2025, representing an increase of 2.7% compared to 647 million recorded in 2024. The figure also exceeds by 21.3% the 548 million initially budgeted.

Economic data also reflect an increase in the assets of the port system. Non-current assets increased by 375 million euros, bringing them to 13.398 billion at the provisional close of the fiscal year. Current assets stood at 265 million euros.

Total debt in the short and long term reached 1.114.6 billion euros, representing a slight reduction of 1.2 million compared to the previous fiscal year. According to the Ministry, this evolution allows maintaining the levels of financial stability of the state port system.

In terms of profitability, the entire port system provisionally achieved an aggregated annual profitability of 2.96%, slightly higher than that obtained in 2024 and 2023. The figure remains above the annual profitability target set at 2.5% for all port authorities.

From Ports of the State, it is considered that these results allow ensuring the principle of economic self-sufficiency enshrined in the port legal framework and facing the planned investment program for the coming years.

In this context, the Ministry of Transport places the Horizon 2030 program as the main investment axis of the state port system. The plan includes public actions worth 7.000 billion euros aimed at infrastructure, environmental sustainability, energy transition, terrestrial connectivity, and digitalization.

According to Transport, this program constitutes a second major investment cycle for Spanish ports after the one developed during the first decade of the 21st century. In addition to actions related to expansions and logistics infrastructures, the new investment framework grants increasing importance to projects related to decarbonization, energy efficiency, and technological modernization of port facilities.

The economic evolution recorded in 2025 coincides with a context of consolidation of port traffic and adaptation of port authorities to new regulatory and environmental requirements driven both by Spain and the European Union.
