The Port Authority of the Bay of Algeciras (APBA) has opened the contracting procedure for the supply, installation, and maintenance of an environmental sensor network aimed at obtaining real-time information about environmental quality at its facilities and areas of influence.
The tender has a base budget of 331,788 euros, excluding VAT. With the application of the tax, quantified at 69,675.48 euros, the amount rises to 401,463.48 euros. Interested companies may submit their offers until September 15, 2026, at 2:00 PM.
The project involves the installation and configuration of measuring stations in 19 locations proposed by the APBA. The successful bidder must previously study these sites to verify their suitability and, when appropriate, propose alternatives that allow obtaining representative data from each area.
Most of the equipment will be distributed throughout the Port of Algeciras, with planned points in Saladillo, around the liquid product storage facilities, the North docks, the port accesses, the Maritime Station, Llano Amarillo, and the roads near the container terminals and the shipowners' area. The network will also extend to the Guadarranque River, Puente Mayorga, Campamento, the port of La Línea, and the Port of Tarifa.
All stations must measure nitrogen dioxide, ozone, sulfur dioxide, suspended particles, wind direction and speed, temperature, and humidity. Depending on the existing activity at each site, the devices will also incorporate measurements of carbon monoxide, nitrogen oxides, hydrogen sulfide, volatile organic compounds, and noise.
The end of the North Dike will also have a multiparametric probe to analyze water quality. This equipment will record, at a minimum, temperature, turbidity, pH, dissolved oxygen, conductivity, chlorophyll, and oxidation-reduction potential. Measurements must be taken continuously and sent to the APBA systems in configurable periods.
The contractor must also provide a cloud platform for visualizing and analyzing the information. This tool will allow consulting dashboards, maps, tables, and statistics, configuring alerts for possible exceedances, validating data, and preparing monthly reports by area. The system must provide information on limit values, air quality indices, daily, monthly, and annual averages, and availability percentages.
The data will also be integrated into the APBA Corporate Systems Integration Platform, based on Fiware technology, so they can be used by other corporate applications. The contract also includes monitoring the network, preventive and corrective maintenance, calibrations, and incident management.
The estimated time to supply and install the equipment is six months. Once this phase is completed, a maintenance period of twelve months will begin, which may be extended by three annual renewals, allowing the preservation and operation of the network to last for four years.
