The Chamber of Commerce of the Bay of Algeciras will launch three free training actions during the month of October specifically related to maritime-port activities, foreign trade, and logistics. The programs, totaling 270 hours of training, will focus on the consignment of vessels, management of foreign trade operations and customs documentation, and logistics and operations management in SMEs.
The three actions are part of the Spain Emprende program, promoted by the network of Chambers of Commerce. The Chamber of Spain includes this program among the actions co-financed by the European Social Fund Plus (FSE+) within the 2021-2027 period, aimed at entrepreneurship, training, and professional adaptation. The descriptions of the actions organized in Algeciras also include the participation of the Cádiz Provincial Council in their financing.
The first to start will be Creation of Maritime Businesses: Consignment of Vessels, which will be taught in person from October 5 to November 24, with a total duration of 90 hours. The sessions will be held at the headquarters of the Chamber of Commerce of the Bay of Algeciras, from Monday to Thursday according to the scheduled calendar, generally between 18:15 and 21:30 hours.
The program addresses the consignor's activity from its business and operational perspective, starting with the obligations and responsibilities associated with this figure and the necessary requirements to carry out the activity. The training includes the functions developed during a port call, port documentation, the Single Port Call Document, customs summary declarations, import and export operations, the management of dangerous goods, vessel support, and service contracting.
The expected content also includes issuing quotes to clients, maritime bonuses, and documentation commonly used in port calls, such as crew lists, general declarations by the captain, ISPS documentation, and forms related to waste generated by vessels. The Chamber requires participants to be aged between 18 and 64 years and to have an intermediate level of English equivalent to B2, and considers it desirable to have experience in logistics, maritime transport, or business management.
The figure upon which this training is structured is regulated in Spanish maritime legislation. The Maritime Navigation Law defines the consignor as the person who, on behalf of the shipowner or shipper, is responsible for the necessary material and legal management for the dispatch and other attentions of the vessel during its stay in port. Royal Decree 131/2019 also regulates the conditions for exercising this activity and establishes, with certain exceptions, the obligation for foreign vessels to have a consignor when calling at Spanish ports.
The second program related to the supply chain will be Logistics Management and Operations in SMEs, also of 90 hours, which will be developed between October 13 and December 11. In this case, the modality will be mixed, combining face-to-face sessions at Coworking Digital La Llave, located in the María Cristina building in Algeciras, with training through virtual classrooms. The face-to-face classes have been scheduled from 16:30 to 21:00 hours and the virtual ones, from 16:30 to 20:15 hours.
The curriculum incorporates a transversal view of the supply chain, logistics operators, collaborative logistics models, Lean methodology, warehouse design and management, goods handling, order preparation, shipping, inventory management, and procurement. It also includes the establishment of indicators and KPIs for monitoring operations, e-commerce logistics, and last mile.
The part directly linked to international transport includes Incoterms 2020, the management of maritime container transport, and contracting of ground, air, rail, maritime, and combined transport. The program also considers logistical costs and the analysis of international operations, including documentary flows, commercial processes, and customs procedures. It is aimed, among other profiles, at logistics and operations managers, warehouse professionals, purchasing and distribution staff, as well as people involved in supply chain, transport, and international trade activities.
The third action will be Management of Foreign Trade Operations and Customs Documentation, also lasting 90 hours. It will begin on October 19 and end on November 26, with face-to-face classes from 16:30 to 21:00 hours at the headquarters of the Chamber of Commerce of the Bay of Algeciras.
This course will focus on the procedures that accompany import and export operations. The program includes the functioning of foreign trade and customs, selection of international markets, international contracting, practical application of Incoterms, and the documentary and customs effects arising from the terms of sale.
The training dedicates a specific block to logistics and international transport, studying the logistics chain, different modes of transport, and documents such as the maritime Bill of Lading (BL), the AWB for air transport, and the CMR for road transport. It also includes customs law and taxation, tariffs, commercial documentation, customs clearance of goods, and the requirements and procedures linked to the activity of customs agents.
It will also address payment methods and international financing, including transfers, remittances, and documentary credits, along with commercial, logistical, and customs risks, insurance used in international operations, and regulatory compliance.
The three courses establish limited spots, and the Spain Emprende program allows one single training action per participant. To formalize enrollment, documentation specified by the Chamber is required, including the work history report and, in certain cases, the job improvement card.
