The Port Authority of the Bay of Algeciras has put out to tender the works for the reurbanization of the liberated esplanade next to the Border Control Post (PCF), in the Juan Carlos I South Dock, to allocate it for the pre-boarding of heavy vehicles. The contract has a base budget of 2,496,440.19 euros, excluding taxes, and an estimated value of the same amount. Including VAT, the total budget rises to 3,020,692.63 euros. The deadline for submission of offers expires on July 7, 2026, at 14:00 hours.

The action is proposed on the area freed after the demolition of the old Tinglado warehouse, in an area close to the PCF and the current pre-boarding areas for heavy vehicles. The technical project places the work scope on a plot of about 16,500 square meters, of which approximately 15,021 square meters are allocated for new repaving and reorganization of roads.

The project responds to the expected increase in heavy traffic at the Port of Algeciras. The technical documentation estimates that the traffic of full-load units could reach levels close to 800,000 units annually by 2030. This factor is compounded by the high density of vehicles during the Operation Passage of the Strait and the requirements associated with the European Union's Entry and Exit System, which introduces new technical and spatial needs for the automated management of external borders.

The design includes the creation of four roads and a parking area with capacity for 70 spaces for heavy vehicles. Trucks will access from Juan Carlos I Avenue via two lanes equipped with control systems, which will connect to a main circular traffic axis. From this ring, traffic will be distributed towards the parking spaces and a specific exit lane will be enabled towards the boarding area.

The works include demolitions, earth movement, execution of pavements and surfaces, drainage network, electricity, lighting, access control, perimeter fencing, and road signage. The project also plans to utilize the foundation slab of the old Tinglado, which will be preserved as a structural base for part of the future parking area and some sections of the main road.

The access control system will be based on locks with automatic barriers, traffic lights, intercoms, variable message panels, and license plate reading cameras using OCR technology. The technical documentation indicates that entry to the parking area will be managed through three consecutive barriers per lane, with real-time validation of license plates and vehicle data, as well as connection with APBA management systems.

The projected road network includes an escape lane for unauthorized vehicles, allowing them to leave the facility without accessing the pre-boarding area. The circulation scheme separates the flows of entry, parking, and exit, with the aim of organizing truck operations in a point of high operational sensitivity due to its proximity to the PCF, the boarding area, and Juan Carlos I Avenue.

The expected execution period for the works is eight months, counted from the signing of the verification act of the layout. The award will be processed through an open procedure and with a plurality of criteria based on the quality-price ratio. The economic offer will have a valuation of 60 points and the technical offer, 40 points.

The investment is mainly distributed among the chapters of pavements and surfaces, with 591,204.94 euros; perimeter fencing and road signage, with 544,298.27 euros; electricity and lighting, with 329,803.78 euros; and access control, with 291,525.63 euros. The budget for material execution amounts to 2,097,848.90 euros, before general expenses, industrial profit, and VAT.

The intervention is part of the reorganization of the boarding and pre-boarding areas for heavy vehicles at the Port of Algeciras, within a context marked by the growth of Ro-Ro traffic, the concentration of flows during periods of high demand, and the gradual adaptation of port facilities to new border control systems.
