The Port Authority of the Bay of Algeciras (APBA) is once again tendering the supply, installation, and maintenance of an environmental sensor network, a project that includes 19 measuring stations distributed across different facilities and areas within its management scope. The deadline for submitting bids will remain open until 2:00 PM on September 15, 2026.
The contract has a base bidding budget of 331,788 euros, excluding VAT, equivalent to 401,463.48 euros including taxes, while its estimated value rises to 571,938 euros. The documentation sets six months for the supply and installation of the equipment and an initial maintenance period of twelve months, with the possibility of three additional one-year extensions.
This is not the first call for this project.The APBA already put the sensor network out for tender in 2025, a tender of which El Estrecho Digital reported on October 14 of that year and which included the supply, installation, and comprehensive maintenance of the system.
That procedure did not continue under the initially proposed terms. After the filing of a special appeal regarding contracting against the specifications, the Central Administrative Tribunal for Contractual Resources issued a resolution on December 18, 2025, agreeing to its annulment, particularly of the award criteria included in them. The justifying report of the new contract explains that the APBA is now processing a new file incorporating the necessary modifications to adapt it to what was established by the Tribunal.
The new network will consist of 19 measuring points aimed at obtaining continuous information about environmental conditions in port areas. The data will be sent to a platform from which they can be consulted, analyzed, and used to generate reports and alerts.
Most of the stations will be installed in Algeciras, with twelve locations planned. Among them are the El Saladillo area, the vicinity of the treatment plant, and the hydrocarbon storage facilities, the main roadway in front of TTI Algeciras, different points of the Northern Dam, the APBA building, Central Access, the Maritime Station, Llano Amarillo, and areas close to the container terminals.
The network will also extend to the bay arch, with stations planned in the areas of the Guadarranque River and Puente Mayorga; to Campamento, with two points, one of them in Crinavis; to La Línea, with a station in the vicinity of Avenida Alcaidesa Marina; and to Tarifa, where equipment is contemplated at the Maritime Station and at the Fishermen's Wharf. The locations listed in the specifications constitute a proposal that must be reviewed by the awarded company to verify its suitability or propose alternatives.
The stations will measure parameters related to air quality and meteorological conditions, including nitrogen dioxide, ozone, sulfur dioxide, suspended particles, wind direction and speed, temperature, and humidity. In certain locations, measurements of carbon monoxide, nitrogen oxides, hydrogen sulfide, volatile organic compounds, and noise will also be included.
One of the planned devices at the end of the Northern Dam in Algeciras will also include a probe to monitor water quality. This device will continuously measure parameters such as temperature, turbidity, pH, dissolved oxygen, conductivity, chlorophyll, and oxidation-reduction potential. The devices will be able to send information with a configurable frequency from ten seconds up to 24 hours.
The platform associated with the network will allow for information to be consulted through maps, tables, and graphs, generate monthly reports, and set up automatic alerts when certain levels or problems are detected in the equipment. The reports can group results by areas, including the Port of Algeciras, the industrial arch of the Bay, Campamento, La Línea, and Tarifa. The data obtained must also be incorporated into the computer systems of the Port Authority so that they can be used by other APBA applications.
