Moeve's two industrial centers in San Roque —the Energy Park and the Puente Mayorga Chemical Plant— invested 100.7 million euros during 2025 in activities related to environmental management, according to the environmental declarations EMAS from both facilities. The breakdown shows that the Energy Park is the largest recipient, with more than 51 million, while Puente Mayorga concentrated over 49 million. In the last three financial years, the company has allocated nearly 224 million to this type of activity in the Campo de Gibraltar, a figure that reflects the sustained investment pace of the company in its industrial centers in the south.
Investments have been concentrated in four large blocks: decarbonization, energy efficiency, environmental improvement of production processes, and protection of the environment. Both centers have subjected their results to the external audit of AENOR, which has renewed the certification of the environmental management system according to the ISO 14001 standard and validated the EMAS environmental declarations for the fiscal year. This is a European voluntary scheme, with more stringent requirements than a standard certification and an obligation to publish annual results.
At the San Roque Energy Park, water consumption decreased by 17% compared to 2023, thanks to improvements in the stormwater network and the commissioning of the new outfall, which increased treatment capacity and allowed for a reduction of up to 14% in final discharge compared to three years ago. During the fiscal year, the facility recirculated 733,000 cubic meters of water, following the commissioning in 2024 of the recirculation plant. These figures are particularly relevant in an area with recurrent water stress like the Campo de Gibraltar. In terms of waste, the center achieved a recovery rate of 61.5% and continues to process the necessary environmental permits for the co-processing of SANDACH waste —animal by-products not intended for human consumption— as raw material for energy solutions, a project that places the refinery in a circular economy logic with the local food chain.
Rosendo Rivero, director of the San Roque Energy Park, pointed out that "the EMAS Environmental Declaration reflects the progress made during the last fiscal year in terms of environmental management. The actions developed in 2025 have contributed to improve various indicators related to the efficient use of resources and the environmental performance of the facilities. These results highlight the evolution of our environmental indicators and the work done within the framework of continuous improvement and responsible management, in line with our sustainability commitments and dialogue with the environment."
The Puente Mayorga Chemical Plant exceeded 60% waste recovery and added new high-efficiency heat exchangers in the PACOL unit, as well as improvements in the preheaters of various furnaces in the facility, actions aimed at reducing emissions and gaining energy efficiency. Another operational change of the fiscal year has been the reclassification of the sulfuric acid generated in the plant as a by-product, following a technical and administrative process that has lasted more than two years. This measure turns a flow that was previously counted as waste into a resource with market value, improving process efficiency and reducing waste generation in the center. It is a type of operation that is not very visible from the outside but has a direct impact on annual environmental balances.
Javier López Pupo, director of the Puente Mayorga Chemical Plant, noted that the 2025 environmental declaration EMAS reflects "the company's investment commitment, year after year, to continue implementing improvements in a facility considered one of the most innovative reference centers in the sector; in 2025, significant actions aimed at optimizing processes, energy efficiency, and decarbonization have been carried out, with the goal of accelerating the transformation initiated in Moeve and expanding our portfolio of sustainable products."
The two centers operate under a circular economy roadmap recognized with AENOR certification, focused on reducing the capture of freshwater, maximizing the use of waste as raw material —to decrease landfill disposal— and protecting the biodiversity of industrial environments. The facilities also have ISO 50001 certification for energy management, which aims to reduce consumption, decrease greenhouse gas emissions, and utilize thermal and electrical surpluses. As a whole, the company has been weaving a structure of cross-certifications that organizes industrial decisions around measurable and verifiable indicators by third parties.
In parallel, the environmental report of the San Roque Energy Park maritime terminal has been verified to comply with the State Ports Good Environmental Practices Guide, a document that sets standards for industrial facilities operating in port areas. EMAS declarations also include information on noise control, air emissions management, and training and awareness actions directed at staff. All these reports are publicly available on the company’s website, along with the verified data that supports each indicator.
The biodiversity policy is channeled through the Moeve Foundation, created in 2016. One of its reference projects is the Madrevieja Environmental Station, in San Roque, a natural space where the wetland is preserved and where environmental education activities and species recovery projects such as the common owl and the European pond turtle are developed. Madrevieja has received more than 14,000 visitors since its opening to the public over a decade ago, and serves as a connecting piece between the company's industrial activity and the educational and environmental fabric of the area.
The EMAS registry is a voluntary tool of the European Union that recognizes organizations that have implemented an environmental management system and undergo periodic independent audits to verify their continuous improvement. The Puente Mayorga Chemical Plant has had this registry since 1997 and the San Roque Energy Park since 1999, two of the longest trajectories in the Spanish industrial sector in this scheme. Moeve thus maintains a continuity line of almost three decades in the annual publication of its environmental indicators in San Roque, with external audit and public access to the data.
